9. Increase capacity for early wildfire detection through rapid deployment of technology like cameras, weather stations, and smoke detection alert systems.
10. Harden homes in high fire risk areas to fire and require evacuation plans. 
11. Develop neighborhood-level microgrids through CCAs.
