Biden-Harris Administration Announces Proposed Rulemaking for Electric Vehicle Charging Tax Incentive, Benefiting Two-Thirds of the United States

Washington, DC – Today, the U.S. Department of Treasury issued a proposed rulemaking that will help boost the investments in public and residential electric vehicle charging infrastructure. Treasury’s guidance makes the credit available to two-thirds of the U.S. population, covering many low-income and rural communities.

The incentive in the Inflation Reduction Act (IRA), known as “30C,” covers up to $100,000 per charger for businesses and up to $1,000 for individuals. 

Additionally, with this guidance, almost 12,000 warehouses across the U.S. - 15 percent of the nation’s warehouses - will now have access to the IRA incentive. 

The number of EV chargers in the U.S. has doubled since the start of the Biden-Harris administration, and a new NEVI-funded station opened in Kentucky just this week.

The Treasury will take public comment on the proposal through November 18.

In response to today’s announcement, Sierra Club’s Clean Transportation for All Director Katherine García released the following statement: 

“We appreciate the Treasury's movement on this important incentive, which will help ensure that Americans can benefit from the electric vehicle benefits of the Inflation Reduction Act. Together with other EV provisions in the IRA and the Bipartisan Infrastructure Law, this charging incentive will accelerate the transition to clean vehicles, create good-paying jobs, and help our nation meet our climate and clean air goals. 

“This incentive will be particularly valuable to communities that live near warehouses, who are often exposed to toxic vehicle pollution from the delivery trucks that pass through their neighborhoods every day. 

“We urge the Biden-Harris administration to complete the rulemaking swiftly so that businesses and individuals can take advantage of this clean energy policy.”
