Sierra Club Endorses Bipartisan Bill to Revolutionize Cement, Concrete, and Asphalt Production with Emission-Reducing Technologies

WASHINGTON, DC –  Congresswoman Valerie Foushee (D-NC) and Congressman Max Miller (R-OH) introduced a groundbreaking bill aimed at transforming the cement, concrete, and asphalt industries by promoting the research, development, and implementation of cutting-edge technologies to reduce emissions. The Sierra Club proudly endorses the legislation, titled "IMPACT Act 2.0,” which seeks to bolster the competitiveness of American production while addressing the urgent need to lower greenhouse gas emissions. By commercializing low-emissions manufacturing with tools like advanced purchase commitments, the bill creates a market for innovation and signals to the private sector that high-tech practices warrant investment and support.

"The IMPACT Act 2.0 marks a legislative watershed in the decarbonization and modernization of American industry. In March, Sierra Club proudly endorsed Reps. Foushee and Miller’s IMPACT Act, which passed unanimously out of the House Science Committee. We call on committees of jurisdiction  to markup 2.0, upon the House’s return from recess, to advance and protect the market for competitive homegrown breakthroughs in the clean manufacture of premium asphalt, concrete, and cement products." 

This bill proposes significant initiatives to enhance the sustainability and environmental performance of key materials used in infrastructure projects across the United States. By focusing on the development and commercial application of low-emission technologies, this legislation will pave the way for a greener and more resilient infrastructure future. Together, IMPACT Act 2.0, the IMPACT Act, and the Concrete and Asphalt Innovation Act in the Senate represent bipartisan consensus on the opportunity for the United States to decarbonize heavy industry, create jobs, and profit by becoming the global leader in high-tech production techniques.
