Houston METRO has posted draft plans for METROnext, the plan it is developing for future area transit projects (links below). These draft plans will be the basis for further discussion and future public meetings, where citizens can ask questions and get explanations. A schedule for public meetings has not yet been developed. METRO intends to finalize a plan by next summer, and a bond election would follow sometime afterward, possibly November 2019.
NOTE: funding is a big question mark for METRO at present; future Federal money is in question; so is future sales tax revenue; there is also concern on how the developing tariff situation could affect the cost of materials. So it is very hard right now for METRO to predict how much it will be able to budget for projects.
Below is a link to handouts featuring a Plan A, and a Plan B. The Plan A is a more ambitious plan of what METRO would like to do. And Plan B is a more limited plan, which assumes less available funding. These Plans show schematic maps for possible routes, different transit modes, levels of service, etc.:
