Se Abre Paso de Nuevo la Agenda para Reconstruir Mejor del Presidente Biden

Washington, DC — Fracasó hoy un intento de someter a votación la iniciativa de infraestructura del Senado en la Cámara Baja, abriendo paso de nuevo a la agenda para Reconstruir Mejor (“Build Back Better”) del Presidente Biden, incluyendo históricas inversiones climáticas.

 

 

“El Sierra Club agradece a todos los demócratas que insistieron en que avance la agenda de acción climática para invertir en empleos de energía limpia, protecciones a la salud pública y justicia social antes de realizar una votación prematura sobre el inadecuado proyecto de ley bipartidista de infraestructura.

 

“Al fin, la iniciativa de infraestructura tuvo que esperar debido a que, de manera significativa, fracasa en su intento de atacar la crisis climática sin la aprobación en tándem de la Ley para Reconstruir Mejor.

 

“Una vez más, el Congreso se ve obligado a confrontar el lema 'Sin Clima, No Hay Trato'; es decir, tenemos que aprobar créditos fiscales energéticos, un Programa de Actuación de Electricidad Limpia y un Cuerpo Climático Civil, entre otros aspectos, para lograr las metas nacionales de reducción de contaminación climática. Si el Congreso no cumple con estas metas, el país no aprobará el 'test climático': reducir la contaminación climática para 2030 y transformar el sector energético para alcanzar el objetivo de un 100% de energía limpia, al mismo tiempo que se invierta en las comunidades que han soportado el embate de un injusto status quo”.

 

 

• Por sí mismo, el proyecto contiene numerosas taras, además de disposiciones dañinas, y no ataca significativamente la crisis climática, el requisito principal de cualquier legislación de infraestructura.
• Mientras que invierte en programas importantes, el paquete legislativo carece de financiación adecuada para el clima, la limpieza del aire y el agua, la creación de buenos empleos, y el apoyo a la justicia racial, económica y ambiental.
• Algunas disposiciones causarían daño al fomentar los combustibles fósiles, perjudicar a comunidades en primera línea de la contaminación y tribales, poner en peligro la salud de bosques y terrenos públicos, y socavaría protecciones a la limpieza del agua y el aire, y la justicia ambiental.

Por qué es urgente aprobar el proyecto de reconciliación para Reconstruir Mejor:

• Ahora tenemos la oportunidad de finalmente aprobar la ley climática generacional que necesitamos desesperadamente, mientras que la aprobación de una iniciativa debilitada de infraestructura no avanzaría la lucha contra la crisis climática.
• La única manera de atacar con la urgencia que merecen las crisis interconectadas que sufre nuestro país —cambio climático, injusticia racial, inseguridad económica y salud pública— es que la iniciativa bipartidista y el paquete de reconciliación se aprueben en tándem.

Statement: President’s Agenda Back on Track With Delay of Bipartisan Bill

WASHINGTON, D.C. -- A premature attempt to vote on the Senate’s bipartisan infrastructure legislation in the House of Representatives did not happen, putting back on track President Biden’s bold Build Back Better agenda, including historic climate investments. 

In Response, Sierra Club President Ramón Cruz Released the Following Statement:

“Sierra Club thanks all House Democrats who insisted that President Biden’s historic agenda of climate action, clean energy jobs, health protections, and racial justice investments move forward before a premature vote on the inadequate bipartisan infrastructure bill.”

“Ultimately, the bipartisan infrastructure bill had to wait for now because, in significant measure, it fails to tackle the climate crisis without the broader companion Build Back Better Act. 

“Once again, Capitol Hill is being forced to reckon with ‘No Climate, No Deal,’ meaning we must deliver on clean energy tax credits, a Clean Electricity Performance Program, a Civilian Climate Corps and more to reach our national commitments to cut climate pollution. If Congress does not deliver on these policies, our country will not meet the ‘climate test’: cutting climate pollution in half by 2030 and transforming our power sector to achieve 100% clean electricity while investing in communities that have borne the brunt of the unjust status quo.”

WHAT’S WRONG WITH THE BIPARTISAN BILL:

• On its own, the bipartisan bill contains numerous flaws and does not meaningfully tackle the climate crisis, which is the number one need of any infrastructure legislation. 
• While the bill invests in some important programs, it fails to meet this crucial moment. The package provides inadequate funding for climate action, clean air and water, the creation of good jobs, and racial, economic, and environmental justice.
• Some provisions in the bipartisan deal would actively cause harm by supporting fossil fuels, harming frontline and Tribal communities, endangering the health of forests and public lands, and undermining hard-fought protections for clean air and water and environmental justice.

WHY IT IS URGENT TO PASS THE BUILD BACK BETTER RECONCILIATION BILL:

• Right now we have an opportunity to finally pass the generational climate action bill we desperately need, whereas passage of a flawed bipartisan infrastructure bill by itself would not substantially advance climate action.
• The only way to tackle the country’s interconnected crises — climate change, racial injustice, economic insecurity, and public health — at the scale required is for the bipartisan deal and reconciliation package to move in tandem.
