Eugene has a long track record of fighting for our environment, starting in his role as Deputy Secretary of the Pennsylvania Department of Environmental Protection (DEP) where he was part of the team that helped secure the Alternative Energy Portfolio Standards Act. Later, while in the legislature, he sponsored legislation to invest in renewable energy projects and tackle climate change. That bill was signed into law and made Pennsylvania a leader in wind energy.
As Auditor General, Eugene's first audit assessed the impact of fracking on the environment and drinking water quality. The audit found that the DEP was not prepared to protect drinking water and enforce environmental protections, which led to the Department hiring more inspectors. In November 2019, the Auditor General’s office released the first ever special report on the fiscal impact of climate change on the Commonwealth of Pennsylvania. The audit found the state is spending millions of dollars annually on climate-related costs and called for an urgent, proactive, and comprehensive strategy to combat climate change.
Originally from Pittsburgh, Eugene moved to York in 1997, where he served as Director of Economic Development for York from 2002 to 2003. From 2003 to 2006, he served as Deputy Secretary of Pennsylvania’s DEP and in 2006, Eugene won election to Pennsylvania House District 95 where he served until he was elected as Auditor General in 2012. He is now serving his second term as Pennsylvania Auditor General.
Eugene is challenging four-term Republican Scott Perry, who has a lifetime score of 3 percent on the League of Conservation Voters' scorecard. Perry is a friend to the fossil fuel industry and a member of the Freedom Caucus.
