Plastic Recycled Content Bill On Gov’s Desk to Sign

Today the NJ State Assembly passed bill S2515(Smith)/A4676(Quijano). The bill establishes post-consumer recycled content requirements for rigid plastic containers, glass containers, paper and plastic carryout bags, and plastic trash bags; and prohibits sale of polystyrene loose fill packaging. The bill passed with a vote of 48-26-3. It will now go to the Governor’s office to sign. Anjuli Ramos-Busot released the following statement:

“Plastic pollution is a huge problem in our state and this legislation is a major step forward in dealing with this issue. The main objective of the plastic content recycling bill is to reduce the production of virgin plastic, increase the use of recycled content, enhance the recycled plastics market and ultimately reduce the carbon footprint of packaging. The Sierra Club, New Jersey Chapter applauds the sponsors and supporters of this piece of legislation that will help tackle our plastic waste problem in the state.

“This recycled content legislation will help save taxpayers money because of landfill costs and the costs of cleaning up storm drains and litter. It also bans polystyrene loose fill packaging and pellets, which is critical because polystyrene is dangerous to human health. 

“Even though the bill has had various weakening amendments, particularly the amendment reducing the Post Recycled Content (PCR) requirement from 50% to 30% for the plastics hot fill process, the overall goal of reducing plastic for the state still holds true. It is a step in the right direction when it comes to protecting our environment. It’s imperative that Governor Murphy quickly signs the bill so that we can take one step forward in reducing plastic waste in the state.”
