March 16, 2018: On March 16, the Sierra Club sued the County of San Diego over its second flawed attempt at a "climate action plan," which relies on illusory carbon credits to offset greenhouse gas emissions from new residential and commercial development in the county. Under the plan, developers may maintain business as usual by purchasing carbon credits from projects located anywhere in the world---without any air quality benefits for local residents. Nothing ensures that these offset projects result in real emissions reductions or achieve the county's promise to reduce greenhouse gas emissions to 77 percent below 2014 levels by 2050. The litigation alleges that these and other significant failings in the climate action plan violate the California Environmental Quality Act and state land use laws.
