The Texas Gulf region devastated by Hurricane Harvey is also home to an immense concentration of chemical and plastics plants, refineries, Superfund sites, Confined Animal Confined Operations, commercial hazardous and oil and gas waste facilities, natural gas, coal and nuclear power plants, and wastewater discharge treatment plants, among other categories.
Many of these are located in and near people of color and low-income communities already disproportionately burdened by the impact of the hurricane and subsequent flooding. Because of a history of lax regulation and enforcement, as well as the impact of the floods and high winds, many of these sites have the potential to further damage the environment and human health.
This map shows some of these major sites in the 25 counties most impacted by Harvey. In addition to these facilities, there are literally thousands of additional gas stations, individual oil and gas wells, and other facilities that could also impact human health and the environment.
