Reduce CA Climate and Air Quality Emissions, Expand Renewable Power and Distributed Energy Resources, Increase Conservation and Energy Efficiency

Goals by 2030: GHG Emissions at least 40% below 1990 levels, 50% reduction in natural gas use, CA electricity 80% reduction in GHG; Exceed SB 350 goal to double energy efficiency
Actions for 2018: Work with National and California Club staff, and activists to:
- Support implementation of SB 32 and AB 197 – 2030 GHG target of 40% below 1990 levels;
- Support large reductions in short-lived climate pollutants, especially methane, black carbon and HFCs, demand complete re-capture of refrigerants;
- Support local action to apply the CA Buy Clean resolution in municipalities and counties
- Advocate CPUC programs that expand renewables, especially distributed generation and storage, including social costs of GHG emissions;
- Support reduction of conventional pollutants and other co-benefits of GHG reductions
- Stop new major natural gas plants;
- Advocate CPUC and CEC programs that reduce natural gas use, including replacing natural gas with efficiency, renewables, and electricity;
- Close urban gas storage fields;
- Promote solar hot water and electric heat pumps and earth thermal systems for heating;
- Work toward ending fracking.
- Expand community-based distributed generation to achieve 18,000 MW by 2030;
- Expand grid-scale and distributed battery storage;
- Support replacing Diablo Canyon nuclear plant with efficiency and renewables and push for safer storage of nuclear waste;
- Promote energy efficiency programs;
Push an aggressive EE plan at the CEC; - Seek improved effectiveness of $1 billion/year currently spent by IOUs on energy efficiency;
- Support parking policies and other methods to reduce buildings’ total carbon footprints;
- Support CNRCC Desert Committee and Chapters to reduce habitat damage from renewable energy projects;
- Advocate at CARB to support 42 MMT electric sector GHG emissions limit for 2030;
- Diversify renewable energy portfolio beyond just solar and wind; e.g. develop Imperial Co. geothermal potential;
- Expand distributed generation in addition to net metering (e.g., feed-in tariffs).
- Expand grid and distributed energy storage;
- Protect California's RPS policies from federal pre-emption, such as CAISO regionalization.
