The N.C. House tonight rejected House Bill 581, “Revisions to Outdoor Advertising Laws.” The measure, which failed on a 49-66 vote, would have made it easier and cheaper for billboard companies to cut down the public's trees on roadsides, including dogwoods and redbuds, which are currently protected.
H 581 would also have allowed billboards to be converted to flashing digital signs that are distracting to drivers, regardless of local ordinances prohibiting the same. It would also have allowed billboards to be moved at will within the same jurisdiction to locations where they are not currently allowed by virtue of local ordinances.
