Re: Testimony in Support of LD 1025: An Act To Allow a Customer with a Net Energy Billing Arrangement To Annually Donate Any Unused Kilowatt-hour Credits
Senator Lawrence, Representative Berry, and members of the Committee on Energy, Utilities and Technology: my name is David Gibson, and I am a resident of Morrill. I am representing Sierra Club Maine and our 22,000 supporters and members across the state. We voice our support for this legislation: LD 1025 An Act To Allow a Customer with a Net Energy Billing Arrangement To Annually Donate Any Unused Kilowatt-hour Credits
Many small solar producers generate more electricity than they use. Currently, excess ‘credits’ for this electricity expire after one year. This bill will allow solar producers who generate excess electricity to donate those credits to another utility customer. Over the last few years, I have spoken with several people who want to donate excess energy credits to their church, another non-profit in their community, or to neighbors in need. This bill will allow them to do that. This will benefit many small non-profits and community organizations across the state, through the generosity of those who produce excess clean energy.
