YES on AA: For a Clean and Healthy Bay

The San Francisco Bay Clean Water, Pollution Prevention, and Habitat Restoration Program, known as the “Clean and Healthy Bay Ballot Measure,” would raise $500 million over 20 years to fund critical wetland restoration and flood-protection projects. This measure needs 2/3 of Bay Area voters behind it, and every single vote counts.

Measure AA will fund wetlands restoration projects around the Bay that will:

  • Expand habitat that will support increased populations of fish, birds, and other wildlife
  • Reduce pollution in the Bay by filtering toxins and trash out of our water
  • Enhance public access to the Bay and shoreline recreation
  • Protect shoreline communities and vital public infrastructure from flooding, sea-level rise, and storm surge caused by climate disruption

NO on B: No Blank Check
Proposition B, the Recreation and Park Charter Amendment, sounds likes a great idea — everyone loves their parks and wants to see them taken care of. But this legislation does not guarantee that. In fact, it could have the opposite effect.

Prop. B guarantees $4.5 billion over 30 years for the Department of Recreation and Park's exclusive use. There are two major problems with this set-aside.

First of all, there is the impact on the City budget. Prop. B could take funding away from other city departments such as public-health services, housing services, small-business support, children, youth, and families. Prop. B could result in raising taxes. Even the City Controller has said that Prop. B would have a significant impact on the cost of government.

The second problem is that Prop. B removes any meaningful oversight over how the $4.5 billion would be spent. Under Prop. B, the Recreation and Park Department and Commission would have absolute power to determine how the funds are used for your parks. Thirty years is a long time to give up having a say over what happens to your park.

Our parks can still be funded through the budget process and the public should insist that they are. But not through this flawed and misleading legislation.

YES on C: Affordable San Francisco for All
This charter amendment will allow the Board of Supervisors to update affordable-housing requirements for new developments. It will also set interim requirements for below-market-rate housing at 25% of all units in developments of 25 units or more; that would more than double the city's affordable housing requirements for new market-rate residential projects.
