Summary
On August 4, 2010, the New York Senate passed a bill which would ban deep shale gas drilling in New York State until May 2011, to give the state time to finish the DSGEIS and other rules. On November 29, 2010, the Assembly passed the bill by a 50 vote margin (93-43). In mid-December 2010, Governor Paterson vetoed the bill put before him and issued an executive order instead. The EO extended the moratorium until July, but only put a moratorium on fracking in horizontal wells, leaving fracking in vertical wells as a legal option.
